Draft Rules

Tryout
Sessions:
A.
The league vice-president and managers will have a meeting before
tryouts to work out the organization of the sessions.
B.
The league vice-president, managers and coaches will be present at
each tryout session.
C.
Two tryouts are recommended for each league (batting in one,
fielding & throwing in the other)
D.
Tryouts are to be held at any location necessary as recommended by
the league vice-president, executive vice-president, or league president.
E.
Tryouts are to be held, weather permitting, during March.
F.
All non-returning players or players moving up an age group that
are not protected must tryout in hot stove baseball (H Maroon, G, F, and
E) and softball (B, C, and D) leagues.
G.
Sessions consist of basic skills and fundamentals of
baseball/softball.
DRAFT SYSTEM RULES
A.
After the tryout sessions, the draft will take place as soon as
possible.
B.
The manager and one coach may be present for each team at the draft
meeting.
C.
Only the league vice-president and the executive vice-president
along with coaches and managers as listed above (in item B) may be in the
room at the time of the draft.
D.
Each team will have 5 minutes per selection. The draft
choice will be forfeited after the 5 minutes expires.
E.
A list of all eligible players for the draft will be made up
by the league vice-president in alphabetic or numeric order and supplied
to each manager/coach. When a selection is made the player's name will be
crossed off the list and a copy of the registration from given to the
manager.
F.
Drafts will be in order from first (1st) to last in each
round.
G.
A manager moving up from one league to the next may protect up to 7
players from their 2005 summer roster. This player protection is not
guaranteed – there must be a manager spot open in the league you are
entering. The manager’s child (children) will count as 1 (or more if
necessary) of the 7 players protected, but will not count as a draft pick.
You will draft your remaining team players from the draft pool.
H.
By February 20, 2006, the player protection form must
be completed and turned into your league Vice-President; it will then be
approved by the SYB Board and turned into the Board secretary. If these
forms are not turned in by February 20, 2006, your protected
players will go into the draft and be available for all managers to choose
from – you lose the right to protect the players.
I.
Each manager will be allowed 1 (one) “manager’s pick” each
draft year. This player is not allowed to “team jump” within the same
league you are managing and is at the discretion of the League VP. This
player is outside of your 7 protected players a manager is allowed to
protect and move up to the next age group with him, providing there is
room for him to manage. This pick will be from the list of players in the
draft pool. There is a form to complete and it must be turned in by February
20, 2006 and turned into your league VP. The league VP will then
turn the form into the Board secretary. If this form is not turned in,
your manager’s pick player will go into the draft and be available for
all managers to choose from – you lose the right to a manager pick.
J.
Teams will draft by using the tiering system. There will be two tiers -
first year managers and second year managers according to their respective
league. The first group to draft will be the second year managers. There
order will be determined by how many players they have returning. The team
with the less amount of player will go first. After all of the second year
managers have selected there first round pick, then the first year
managers will select a player in the same round. There order will be
determined by how many players they have kept or returned. The team with
the less amount will go first in their tier. Then we will repeat the
process until all roasters are full.
K.
If there are brother/sisters eligible in the draft, and a manager
selects one, the manager must draft the remaining sibling within the next
five rounds (unless the parents specifically ask that the brother/sister
do not play on the same team).
L.
If there is a tie for a draft position, some form of a tiebreaker
will be used, (for example: a deck of cards, a coin flip or names drawn
out of a hat) it will depend on that league VP to determine what he wants
to use.
M.
If a player signed up for the tryouts and didn’t show up for
either session, he/she will be part of a blind draft. This player will not
affect what round the manager drafts. The blind draft order shall follow
the same order used for the picking draft rounds and will be done before
the draft takes place.
N.
The draft will continue until all rosters are full.
O.
At the end of the draft, each manager MUST leave a
copy of their team’s players names in the Secretary/Treasurer’s box.
The manager may turn into the league VP and then the league VP will put in
the Secretary/Treasurer’s box. The roster does not need to be complete
at this time, but it must have the manager’s name, coaches’ names, and
players’ names.
P.
At the end of the draft, the league VP must also turn into the
secretary/treasurer the team order of placement for all late signups. This
is to help with the quickest placement possible for all late signups.
Q.
Final rosters are due to the Secretary/Treasurer by April 25, 2006
at 11pm (since it is a Tuesday Carmen is in the kitchen at SYB hall until
11pm). For baseball, the hot stove roster must be completed in full,
signed and have the players’ uniform numbers on them. For softball, the
softball roster must be completed in full and signed.
